Post-accident road safety: restoring road conditions as a factor in reducing accidents and protecting the environment.

The talk addresses the restoration of road safety conditions post-accident in light of the Safe System approach, framed within Vision Zero 2030 and the European Road Safety Framework 2021-2030, highlighting the importance of technical road cleaning to reduce secondary accidents, protect personnel, and mitigate environmental impacts.

A structural gap is identified in Portugal between legislation and its operational application, resulting in disjointed practices, undefined responsibilities, and increased risks. The session demonstrates that standardizing these procedures generates clear and measurable benefits in safety, efficiency, environmental sustainability, and the effectiveness of public policies.

The roundtable will address the issue of misinformation resulting from the disarticulation between entities/COS (Commander of Relief Operations) and journalists in the context of occurrences. The use of excessively technical language, both by the COS and journalists, hinders the public’s understanding of the information, and the absence of communication plans, including structured briefings with journalists, increases the lack of coordination between both parties and enhances misinformation. Therefore, clear, simple, and accessible communication, suitable for the citizen, is advocated.

This course is part of the training for civil protection teams, veterinarians, veterinary nurses, security forces, and even civilians, who must possess skills appropriate and proportionate to potential emergency situations and associated risks.

It is therefore urgent to train emergency team operators in general concepts regarding the handling and restraint of injured animals, identifying situations that endanger the lives of animals, stabilizing them in emergencies, and safely transporting them to the veterinary hospital, in order to establish methodologies and define concepts related to this fundamental behavioral modality.
